Essential duties and responsibilities

The Operations Manager must have the ability to work independently, lead teams, train staff, and to exercise considerable initiative/independent judgment in all phases of work. Must display tact and courtesy in frequent contact with ACE staff, vendors, regulators, funders, and other agencies whose work is materially affected by the quality of ACE services. Reports directly to the Executive Director. Supervision of Staff • To serve as a full and active participant on the leadership team, working collaboratively with staff and being able to represent the Leadership Team, Board, or the entire agency at functions and events of a public education or public policy nature. • Participates in periodic inter-office projects, such as strategic planning, staff development, conferences, annual reports, grants, etc. • To coordinate regular meetings of the Management Team and attend all departmental meetings • Assists in the development of the annual budget and plan for services. • Provide project leadership with updates on all issues regarding quality, operations, training, and policy and procedures. • Provide leadership to all staff in the areas of quality improvement as it relates to process improvement, customer service and conflict resolution. • Prepare reports and briefings for leadership and review monthly and quarterly project status reports Quality Assurance • Develop, implement, and manage an effective quality assurance program that monitors for and resolves issues before they become problems. Develops mechanisms for quality assurance reviews of case records and hold Managers/staff accountable. • Compliance Officer- Develops, coordinates, and implements process for ACE to assess contract compliance and program quality. Be knowledgeable regarding all requirements related to agency reimbursement from third-party payers, including Medicaid, Medicare and affiliated insurance companies. Ensures ACE file maintenance complies with regulations, standards, and contract requirements. Provide accurate reporting on compliance initiatives • Arrange staff training on a regular and ongoing basis, Shares training needs identified through evaluation and quality assurance activities with Program Managers and Directors. Provides direct support to clinical team to implement quality improvement initiatives • To develop, implement, and manage an agency-wide service outcome, satisfaction surveys, and program accountability evaluation system. Audits/Utilization Reviews • Collect all requested documents and notify Managers of the Audit • Organize work assignments and schedules to meet all deadlines. • Coordinate, document, and track assignments, return of information and completion of tasks. • Submit review packets in proper format and ensure reviews are accurate and complete. • Oversees response to corrective actions requested by program monitors, in coordination with program managers. • Maintain high level of confidentiality relating to audit reviews and audit findings • Based on audit findings, provide education and feedback for opportunities for improvement • Submit medical records as requested within timely manner • Completes monitoring reports to summarize results and findings. Conducts Action Plan follow-ups as required and within required timeframes Human Resources • Assists in the recruitment and selection of staff • Background Screening • To develop, implement, conduct regular staff trainings for quality assurance topics like Human Rights, Confidentiality and Release of Record. • Contact and maintain a professional working relationship with staff members. • Create and Maintain Personnel Files. • To maintain current records of the clinical competencies and certifications of staff, • Coordinate employee reviews by notifying Department Managers • To represent ACE related to Human Rights issues and to coordinate and supervise the conduct of internal human rights investigations and to report the outcome to the Executive Director. Office Management and Purchasing Policies and Procedures • Supervise the development and regular update of policies and procedures. Communicate changes with staff. Maintain updated policy manual/reference materials and correctly implement said changes. Assist in developing cross company documentation procedures to meet clinical compliance • To consult and coordinate with Program Managers in the agency-wide implementation of policies and procedures related to the delivery of services of the highest quality. • Oversees record keeping of program information, policies, procedures, and guidelines. • Develops, coordinates, and implements strategies, plans, and tools for the monitoring and quality assurance of ACE programs to ensure improved client outcomes, cost-effectiveness, contract compliance, consistency with licensing standards, and professional ethics.

Excellent interpersonal, management, and communication skills – oral and written (technical writing a plus) Strong analytical and data management skills. Must have strong computer skills including knowledge and experience with Microsoft office, and web-based applications Ability to work with sensitive and/or confidential information Exhibits a comprehensive understanding of healthcare regulatory and compliance Ability to function independently with minimal supervision Must pass required background and drug screens. Must be eligible for employment in the U.S.

Education and Experience

Education/Equivalent Master's degree in a human services field (Psychology, Social Work; Counseling, or Special Education), Clinical license a huge plus (ideally LCSW) Minimum of 3 years of supervisory experience in mental health service. Behavioral health operations experience preferred Knowledge of principles/standards, practices, and systems for Medicaid and Mental Health Knowledge and experience in evaluation and quality assurance Familiarity with Licensing and Medicaid Utilization Review guidelines; experience in coordinating quality assurance procedures. Knowledge of HR Policies and experience in development and implementation
