Provides leadership and management to implement the agency’s federal government contracts and grow the agency’s program to include commercial ventures.
Essential duties and responsibilities
Responsibilities and duties of this position includes: • Follow all Challenge Enterprises of North Florida, Inc.’s policies and procedures as set forth in the Board of Director’s approved Personnel Handbook. • Responsible for the successful operations of federal AbilityOne work contracts. • Develops and implements monitoring systems to ensure all contracts are meeting acceptable standards • Assists with the development of new commercial services • Directly supervise the Senior Project Manager and plans for growth by succession • Develops a positive working partnership with customers, government and commercial • Utilize existing and enhance spreadsheets to improve the service delivery and compliance of all contracts • Develop Contract Proposals utilizing SourceAmerica Service Costing Program or Agency Service Costing Program • Has the authority to negotiate contracts on the agency’s behalf • Has the authority to hire and fire personnel on the contracts • Participates as a member of the agency’s Executive Staff • Conducts the business of the agency with high ethical standards and abides by the laws • Ensures the compliance of all contracts under the law and agreement of the Performance Work Statements • Responsible for the development of all government contract department budgets • Monitors and enforces the budget of all contracts • Develop procedures and tools to enhance efficiency at all Federal Contract Sites • Monitor and Enforce Direct Labor Ratios to ensure compliance with US AbilityOne Commission Directives • Attend SourceAmerica Meetings and Training sessions in person or via video call. • Attend National Council of SourceAmerica Employer (NCSE) meetings in person or via video call. • Actively engage members of Congress to promote the AbilityOne and Congressional Champion Programs • Assign responsibility and oversee startup team for new Federal Contracts. • Develop Agency capabilities and explore development of new lines of business. • Timely submit the SourceAmerica annual registration. • Procure the use of single source suppliers and other partner agency vendors to support contracts and Agency needs. • Designs new job descriptions for new contracts and services • Utilizes the agency resources/assets for optimal return on the investment • Participates in training opportunities during the year with a minimum of 30 hours to improve quality of projects • Demonstrates the ability to manage multiple contracts in various locations • Ensures the safety of all workers with coordination of Safety Meetings at each site • Works cooperatively with supervisor, peers, subordinates, and volunteers • Other duties as assigned.
• Must have a college degree in business or equivalent. • Must have 5 years’ experience with individuals with disabilities and in leadership roles. • Must pass a Level 2 background check and government screening. • Must have computer knowledge including Microsoft Word, Excel, and Outlook. • Must have a minimum of four (4) years’ experience with AbilityOne and SourceAmerica. • Must be able to drive a vehicle, walk, climb stairs, stoop, bend, push, pull and lift 40 pounds • Preference to Military personnel • Must be familiar with and able to perform time studies and or MODAPTS to satisfy DOL Standards • Must have knowledge of ABUSE laws and employment standards • Above average recommendations from network of customers.
Education and Experience
Must have a college degree in business or equivalent. Must have a minimum of four (4) years’ experience with AbilityOne and SourceAmerica. Must have 5 years’ experience with individuals with disabilities and in leadership roles.
