The Chief Administrative Officer is a member of the Coalition Senior Leadership Team.
He/she is responsible for overseeing the activities of the human resources,
communications, CCR&R and eligibility services departments ensuring consistent
communications strategies across the departments that maintain the highest level of
both internal and external customer service. This position will review existing initiatives
and develop new programs as needed. This position will also coordinate the office
management of all ELC offices. He/she will support the CEO to ensure high-productive,
day-to- day management of the ELC. This role requires a high degree of flexibility and
creativity, and a collaborative spirit.
Essential duties and responsibilities
SPECIFIC RESPONSIBILITIES 1. Oversees the administrative department at the Coalition, to include but not be limited to: human resources, communications, CCR&R and eligibility services. 2. Works in collaboration with funders and system partners to ensure effective and efficient delivery of services to meet established goals, objectives and outcomes of the Coalition. 3. Provides effective and inspiring leadership by being actively involved in all departments and services. 4. Partners with the Chief Operating and Chief Program Officers to represent the Coalition with external constituency groups, including community, governmental and private organizations as directed by the CEO. 5. Leads the development of the Coalition’s strategic goals and objectives in relation to human resources, communications, CCR&R and eligibility services as well as the overall management of the organization. 6. Maintains continuous lines of communication, keeping the CEO, COO, and CPO informed. 7. Promotes a culture of high performance and continuous improvement that values learning and a commitment to quality. 8. Establishes and monitors direct report staff performance and development goals, assigns accountabilities, sets objectives, establishes priorities and conducts annual performance appraisal. 9. Mentors and develops staff using a supportive and collaborative approach with a focus on excellent customer service. 10. Creates a professional development plan specific to the roles and responsibilities of each department he/she manages. 11. Manages all aspects of each ELC office including general maintenance, security, cleaning, appearance, and adherence to all federal, state and local guidelines. 12. Provides oversight to the coordination of community input needed for development of the School Readiness Plan and implements all required Federal, State, and local mandates related to administrative services. 13. Directs Coalition compliance with Federal and State statutes and regulations. 14. Provides information to the Coalition Board, community partners, and other contractors on mandates, policies, and requirements related to administrative areas to resolve or address policy or procedural questions. 15. Develops positive relationships with community partners and vendors representing the Coalition on all boards/taskforces/workgroups as directed by the CEO. Represents the Coalition by participation in partnership meetings and local and statewide committees as designated by the CEO. 16. Oversee the maintenance of the Coalition website to ensure up-to-date information and transparency to the community 17. Identifies needs, emerging trends and develops strategies to improve program performance. 18. Other duties as assigned. SUPERVISORY AND MANAGEMENT RESPONSIBILITIES: 1. This position directs and supervises the Coalition’s CCR&R, Eligibility Services, Human Resources and Communication Directors of the senior management team. 2. Works in concert with the COO and CPO to ensure coordination and communication with all departments.

Education and Experience
EDUCATION AND EXPERIENCE 1. Bachelor’s degree preferred. 2. Seven or more years of supervisory experience required. 3. An equivalent combination of related education and experience may substitute for the required education/experience. 4. Hands on experience within a child care environment a plus. 5. Project Management experience required. 6. PACE or IAAP certification preferred but not required.
