The Homeless Management Information System (HMIS) Data Analyst assists the HMIS Team in the overall implementation management of the local continuum of care’s Homeless Management Information System (HMIS). The HMIS Data Analyst works closely with agency staff and community partners to identify and resolve complex software and business problems, develop and prepare information products, and execute and oversight of various projects to support the work across the continuum of care. You will also manage the ongoing analysis of Continuum of Care coordination efforts, federal reporting requirements, partnering agency data requirements, and special projects as needed.

Essential duties and responsibilities

System Administration • Manage day-to-day system administration within ClientTrack software, including program setup, access control, form creation, and other system configuration • Coordinate and monitor all changes to the database resulting from revisions to the HUD HMIS data standards or other local standards • Assist in the development and maintenance of system-wide policies, procedures, and agreements • Act as a liaison between lead agencies, community partner service providers, funders, and internal teams • Provide training and technical support to Partner Agencies and End Users to ensure proper use of HMIS Data Quality Monitoring/HUD Reporting • Play a lead role in the timely submission of all required reports to the U.S. Department of Housing and Urban Development (HUD), including HIC, PIT, LSA, etc. • Conduct extensive data review in preparation for reporting deadlines and at regular intervals throughout the year • Identify data quality issues and work closely with partner agencies to improve data quality • Develop tools and strategies to engage users at multiple levels to monitor and fix data quality issues as they arise • Assist in the implementation of Continuous Data Quality Improvement Plans Project Management/Analysis • Work closely with stakeholders to gather and document requirements for new features, information products, and business processes • Plan and manage timelines for project completion • Clearly and regularly communicate project milestones and timelines internally and externally • Test new features, functionality, and processes, and write clear and detailed accompanying documentation • Assist the Systems team with updating monthly, quarterly, and yearly system analysis data reports and visualizations • Other duties as assigned

Qualifications

• Exercises good leadership by demonstrating proactive and critical thinking skills • Work both independently with minimal supervision, and within a collaborative team context • Ability to represent Changing Homelessness as the Lead Agency for CoC and HMIS and act as an ambassador with other agencies by presenting a professional and positive demeanor to promote building positive relationships with community partners • Experience with Microsoft Office programs, specifically Excel and Access, and the ability to use functions such as pivot tables • Experience with Data Visualization tools such as Tableau • Experience with cleaning and shaping data for analysis • Ability to use SQL formulas or be able to know enough to look them up and use them correctly • Ability to use Excel formulas or be able to know enough to look them up and use them accurately • Numerate, with strong analytical abilities • Strong knowledge base for basic statistical concepts such as average, median, population, and confidence levels, or the ability to learn and apply them • Understands the basics of how to communicate data to non-data people to make informed decisions (visually and in brief summaries) • Excellent oral and written communication skills, including presentation and public speaking; ability to present complicated issues in an accessible manner to diverse audiences • Enthusiastic about technology and adept at learning new software applications and database products • Able to understand system thinking logic to help bridge gaps of misunderstanding • Progressive/creative thinker who is comfortable with trying to find the most efficient and effective way to get something done and is comfortable with failing forward • Periods of walking, standing, or sitting in an office or field environment for service provision • Limited physical effort required; however, the employee must occasionally lift and/or move up to 15 pounds • Ability to operate a motor vehicle

Education and Experience

• Bachelor of Arts degree in Information Management Systems, Computer Science, Public Administration, Statistics, Human Services, or equivalent work experience • 2+ years of HMIS data management and/or data analysis experience preferred • Must be eligible to work within the U.S. and provide supporting documentation • Must pass a Level II background check • Must pass a federal-level drug screen; possession of a medical marijuana card is currently not acceptable under federal law • Must have a clean 3-year driving history • Must have a valid driver’s license, a registered vehicle without known issues or faults to complete essential job functions, and the required vehicle insurance within 90 days of onboarding

Salary/Salary Range

$45,000 - $55,000
