Description: Provides operational, technical oversight, support, guidance and supervision of individual contract project managers and project supervisors. Assist the Vice President of Business Development in overall successful and profitable operation of the contracts division and its personnel.

Essential duties and responsibilities

Responsibilities and duties of this position includes: Responsible for the successful operations of all government and commercial contracts Supervises and supports project managers with operational, technical and personnel issues. Supports and enforces established safety, training and certification programs. Spearheads new project startups and special projects. Provides technical support for equipment repair, maintenance and inventory. Develops and implements monitoring systems to ensure contracts meet established standards and profitability Monitor direct labor ratios to ensure program compliance Assists in budget development for new and existing projects Acts as onsite project manager in the absence of the assigned project manager Performs task analysis and work loading to maximize productivity and efficiency Conducts quality control inspections and directs resolution to quality control issues Assists the Vice President of Business Development in contract administration duties as assigned Develops a positive working partnership with customers Develops procedures and processes for equipment inventory control and accountability. Develops the use of technology to enhance service delivery and compliance of all contracts Has the authority to conduct disciplinary actions in accordance with established policy and procedures Conducts the business of the agency with high ethical standards and abides by established law Ensures the compliance of all contracts under the law Monitors budgetary line items of all projects and develops corrective measures for out-of-budget items Drafts new job descriptions for new contracts and services Utilizes the agency resources/assets for optimal return on investment Participates in training opportunities to improve quality of project performance Demonstrates the ability to manage multiple contracts in various geographical locations Develop productivity and performance standards and assist in performing time studies Recommend and draft nominations for awards Ensures compliance with agency safety programs Follow all Challenge Enterprises of North Florida, Inc.’s policies and procedures as set forth in the Board of Director’s approved Personnel Handbook. Works cooperatively with supervisor, peers and subordinates Other duties as assigned.

Qualifications

Required Qualifications: 1. Preference is a college degree in business or 3 years’ experience with individuals with disabilities and in leadership roles 2. Must pass a background check and government screening, have a clean 3-year MVR and pass a drug test. 3. Proficiency in Microsoft office applications including Word, Excel, Access and Outlook. 4. Prefer a minimum of 3 years’ experience within the AbilityOne program. 5. Prefer experience with FAR, DFAR, prime contracts, sub-contracts, negotiations, contract administration, SCA 6. Must be able to drive a vehicle, walk, climb stairs, stoop, bend, push, pull and lift 50 pounds 7. Hiring preference for Veterans 8. Prefer experience with being able to perform time studies to maintain and satisfy DOL standards 9. Must have knowledge of ABUSE laws and employment standards 10. Above average recommendations from network of customers

Two Year degree

Salary/Salary Range

$60,000 - $65,000 Salary/year
