The Grant Billing Manager oversees the coordination, organization, and post-award administration of more than 20 federal, state, local, and private grants. This role ensures the accuracy and timeliness of all billing functions, maintains compliance with complex funding regulations, and safeguards the financial integrity of the organization. Serving as the primary liaison between Compliance, Finance, Program staff, and external partners, the Grant Billing Manager ensures that expenditures, reimbursements, and reporting align with funder requirements.
Beyond technical oversight, this position provides leadership to the Grant Billing Team by fostering a culture of accountability, efficiency, and continuous improvement. The Grant Billing Manager combines analytical expertise, attention to detail, and strong communication skills to ensure Changing Homelessness, Inc. effectively manages and maximizes grant funds in support of its mission to end homelessness.
Essential duties and responsibilities
Grant Billing & Financial Oversight: • Review, reconcile, and approve invoices, drawdowns, and reimbursement requests for accuracy, timeliness, and compliance with funder requirements. • Oversee preparation of billing packets, ensuring rollups align with backup documentation and sensitive materials are properly redacted. • Monitor and coordinate post-award grant administration to maintain compliance with budgetary and administrative requirements. • Maintain detailed financial records and reconcile expenditures against budgets, ledgers, and funder reports. • Track revenue cycles and work with Finance to address reimbursement timing or funding gaps. Compliance & Audit Preparation: • Maintain databases and systems to track grant conditions, awards, and reporting requirements. • Enforce internal controls, including segregation of duties, approval chains, and documentation standards. • Serve as primary contact for auditors and funders on billing-related documentation. • Identify risks or irregularities in billing practices and implement corrective measures. • Stay current on funding regulations; communicate updates and guide staff on procedural changes. Reporting & Communication: • Produce standard and custom reports, analyses, and summaries for leadership and funders. • Interpret and apply grant policies, regulations, and procedures for internal and external stakeholders. • Develop and deliver training on billing policies, allowable costs, and compliance requirements. • Represent the organization in billing-related communications with funders and partners. • Maintain a centralized library of funding guidelines, forms, and audit requirements. Cross Department Collaboration • Partner with Program and Finance staff to align financial reporting with program deliverables. • Coordinate across departments to meet billing deadlines and ensure compliant grant spending. • Provide technical assistance to staff and partners on billing procedures and requirements. Team Oversight: • Manage a team of direct reports including hiring and ongoing training • Monitor workloads and productivity • Assign tasks, set deadlines, and ensure target deliverables are met • Conduct monthly One-on-One meetings and track individual progress • Conduct 45-day, 90-day, and annual performance evaluations • Provide ongoing feedback and coaching that is supportive, corrective, and recognizes effort and achievement • Work with Human Resources to develop Performance Improvement Plans (PIP) when necessary • Identify opportunities for professional development Other • Work a flexible schedule as needed to meet programmatic and funding requirements. • Other duties as assigned
Qualifications
• Ability to work independently with minimal supervision and collaboratively within a team • Strong interpersonal skills with the ability to build trust across diverse populations • Knowledge of grant funding policies, procedures, and applicable local, state, federal, and CHI regulations • Proven supervisory and leadership experience • Familiarity with organizational policies, compliance requirements, and legal guidelines • Proficiency in Microsoft Office and ability to learn HMIS (Homeless Management Information System) • Strong organizational, analytical, and problem-solving skills • Ability to remain calm and effective in fast-paced or high-pressure environments • Periods of walking, standing, or sitting in an office or field environment for service provision • Limited physical effort required; however, the employee must occasionally lift and/or move up to 15 pounds • Ability to operate a motor vehicle
Education and Experience
• Educational background can be diverse; however, a degree in a related field or a minimum of three (3) years of relevant work experience preferred • Experience working or volunteering in nonprofit or government settings addressing housing or other social services preferred • Lived experience with homelessness preferred • Veterans and/or experience working with Veterans preferred • Must be eligible to work within the U.S. and provide supporting documentation • Must pass a Level II background check • Must pass a federal-level drug screen; possession of a medical marijuana card is currently not acceptable under federal law • Must have a clean 3-year driving history • Must provide proof of auto insurance, have a valid driver’s license, and a registered vehicle without known issues or faults to complete essential job functions
Salary/Salary Range
$60,000 - $75,000
