Description
Responsible for grant management, compliance, research, and coordination, with a strong focus on both the administrative and financial aspects of grants and contracts. Works across all areas, including collaborating with internal and external stakeholders to ensure effective and efficient grant processes align with JEA’s initiatives. Responsible for assisting in researching, analyzing, developing, and reporting data on financial and performance measures, program activities, and program outcomes related to the grant/external award.
Essential duties and responsibilities
-Develops and submits comprehensive grant related documents, including required reports, budgets, and responses to specific inquiries, ensuring compliance with funding agency guidelines. -Develops and implements forms, processes, procedures, and policies to ensure a consistent and efficient grant process methodology. -Conducts funding research to identify funding opportunities that align with JEA's initiatives and strategic goals. -Coordinates activities with key stakeholders to review, prepare, and submit proposals to potential funding agencies. -Prepares and deliver presentations, summaries, and drafts to support and advance grant-related activities. -Coordinates award of subawards and contracts in a timely manner that supports JEA's mission and goals; proactively identifies and resolves potential issues that may impact awards. -Reviews and manages grant revenues and expenditures; determines whether requested funds are allowable, allocable, and reasonable; research discrepancies. -Reviews, interprets, and applies federal, state, and local financial assistance regulation, policies, procedures, and practices. -Works with JEA's assigned Office of General Counsel for review of contracts, cooperative agreements, and memoranda of understanding (MOUs) with partners/subrecipients for acceptance in addition to other documents requiring legal oversight such as Letters of Support. -Prepares required acceptance documentation for contracts and grants, and routes to obtain signatures. -Implements and maintains JEA's enterprise grant management system. -Evaluates contract and grant budgets for accuracy, ensuring proper allocation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment. -Reviews grant subaward and contract budgets and SOWs to ensure awards comply with the applicable regulations while supporting JEA's mission and goals; determines awardee eligibility using applicable regulations, polices, and ordinance. -Conducts grant compliance training. -Stays abreast of and complies with local, state, and federal legal requirements by studying existing and new legislation. -Provides leadership and example in meeting JEA's safety and wellness goals. -Develops and maintains strategic funding plans, dashboards, and roadmaps. -Generate detailed reports to keep both internal and external stakeholders informed about the status, progress, and outcomes of grant and external funding activities. -Performs other job-related duties as assigned.
Qualifications
Education: A bachelor's degree in public administration, business administration, or closely related field of study. AND Experience: Three (3) years of experience in business, finance, accounting, grant administration, public administration, non-profit management, or process management. OR An equivalent combination of education, experience, and/or training. License/Certifications/Registrations: A valid driver's license is required prior to employment and must be maintained during employment in this classification.
Salary/Salary Range
* The salary range for this position is at minimum $60,000 to a midpoint of $80,000 annually. Total compensation is commensurate with education, licenses, certifications, skills, and experience.
