Catholic Charities Bureau, Inc., Jacksonville Regional Office is seeking a Citizenship Specialist. This is a full-time, 35 hour a week, non-exempt position located in Jacksonville, FL. The hiring range for this position is $18 to $19 an hour.

Job Summary
The Citizenship Specialist supports the ESOL Program Director in providing instructional services and assistance to participants in Catholic Charities’ Adult Education classes. This role involves determining eligibility, overseeing testing, and managing case services for enrolled clients. The Citizenship Specialist also recruits clients for the program and ensures compliance with grant requirements.

Essential duties and responsibilities

Assess client eligibility for services using program tools. Administer CASAS testing for program registration when required. Provide case management services to eligible clients. Offer information and referrals to external services as needed. Ensure clients present all necessary documentation for requested services. Communicate program parameters, rights, and responsibilities to clients. Develop and implement individual Citizenship plans, monitor progress, and update plans in accordance with funding guidelines. Assist clients in setting and achieving educational and personal goals. Conduct regular meetings with clients and track progress toward service goals. Distribute ESOL assessment and instructional materials. Analyze student performance data and follow up on absences. Document reasons for student nonparticipation or withdrawal. Process data and forms, resolve inconsistencies, and ensure accurate data entry. Build and maintain relationships with community partners. Assist in planning staff development activities and meetings. Maintain accurate client records in compliance with agency confidentiality and HIPAA standards. Review case records regularly. Compile required data for agency reports. Exhibit cultural sensitivity in interactions with clients. Use active listening to ensure clients feel heard and understood. Recruit new students through outreach efforts. Substitute and teach Citizenship classes as needed. Coordinate with other agencies to avoid duplication of services and refer clients as needed. Perform other duties as assigned. Other Duties and Functions Demonstrate a positive, respectful, and caring attitude toward staff, clients, and visitors, fostering a welcoming atmosphere. Complete paperwork and reports in compliance with regulatory and agency standards. Follow agency and Diocesan policies and procedures. Knowledge, Skills and Abilities Knowledge of developmental stages of English Language Learners (ELLs). Familiarity with ESOL and Citizenship education. Strong interpersonal and communication skills, with the ability to engage effectively with diverse populations. Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and other software programs. Excellent organizational skills with the ability to manage multiple tasks. Ability to work in a fast-paced environment while maintaining calm. Ability to prioritize tasks and meet deadlines. Self-motivated and capable of working independently with minimal supervision. Problem-solving and conflict-resolution skills. Ability to foster a collaborative and positive work environment. Enthusiastic, adaptable, and able to thrive in an evolving work environment. Excellent customer service skills.

Qualifications

Bachelor’s degree in education, Social Sciences, Human Services, or a related field. Fluency in written and spoken English. At least 2 years of experience in an Adult Education Program. At least 1 year of experience in a similar role with responsibilities outlined in this description.

Other Requirements Clear a Level II background screening. Clear a reference check (professional and personal) Clear a local background check from the county in which you reside. Clear an annual Motor Vehicles Records check. Provide proof of and maintain a minimum personal auto insurance according to agency standards. Provide a copy of all certifications prior to your first day of employment. Clear an E-Verify check. Valid Florida state driver’s license and a reliable car. Driving and Travel 10% travel required for this job. This position requires that you drive your personal automobile or vehicle on agency business on behalf of Catholic Charities Bureau, Inc. Therefore, you must be at least 21 years old and have a current valid Florida Driver’s License with no more than 5 points on your Florida driver’s license within the last three years and no DUI convictions. You are required to carry automobile liability insurance in the amount of at least $50,000 for each person, $100,000 for each accident or occurrence for bodily injury, and $25,000 for property damage.
